The causes of the children's deaths are still unclear.

An Arizona mother will face first-degree murder charges after police found her two young children dead and strapped in their car seats Monday night.

Brittany Velasquez, 20, called the police and removed her 2-year-old son and 10-month-old daughter from their car seats and attempted to perform CPR before officers arrived. However, she was charged when police found evidence of foul play.

The Pinal County Sheriff's Office said the charges could change after results from the autopsy and toxicology reports come back. There was reportedly no evidence of gunshots or stab wounds.

Though police haven't released any additional information about the children's deaths, Velasquez's family members have made comments to reporters about her mental state.

Her brother described her as "deranged" and a "great manipulator" who would often deceive the caseworkers who visited the home.

Though the brother claims he and his family reached out to Child Protective Services multiple times, the children's home situation never changed. They accused Velasquez of neglecting her babies.

The police chief confirmed that CPS was called to the home as recently as Jan. 3. He also said that in the last two years, police responded to her home seven to eigh times.

The call that took place in January was reportedly about a theft. The officer responding was concerned for the children's wellbeing and contacted CPS, but no action was taken.

The Arizona Department of Children Safety released a statement about Velasquez that said reports of neglect and that she would often leave the children in the care of their maternal grandmother.

Still, they said they found no evidence that the children were neglected or abused.

The children's father reportedly died last year.

“On June 16, 2017 , my husband Christopher Mathew Miranda was called to heaven,” a GoFundMe page created by someone identifying as Brittany Ann Velasquez reads.

“He left behind his wife, an 8 year old daughter, 1 1/2 year old son and a 2 week old baby girl.. He was loved by many and this is very devastating to us all. Please any donations will be appreciated by his family and children. He will be dearly missed."

The police chief expressed his frustration about authorities missing possible warning signs about the children's safety.

“This kind of thing doesn’t happen here,” Superior Interim Police Chief Christian Ensley said. “It’s a devastating blow.”
