i would like to target my arms ,shoulders.could this work with the rowimg machine?

i hate doing push ups.i couldnt do it anyway.i have got reallt thin and weak wrist.and i dont have any power.

so do you think if i do every day 30 minutes rowing machine and cross trainer that could give me fit arms and shoulders?
