There some times when you have to tell someone goodbye. You can throw all the shade you want but eventually there's a breaking point and it's all "Bye, Felcia." And why not do that with some funny memes to back it up?
We all have some sort of "bye, Felicia" moment. There are countless memes have blown up over the past couple of years and are used heavily on social media platforms like Twitter and Facebook to describe the ways we want to remove something negative from our lives.

They then must have come across the phrase in the movie and adopted it for themselves.

Basically, you can use it when you’re leaving any situation. These 2 words can encompass so much more, though; emotions, feelings, opinions, and attitude.
It can simply mean "bye," or it can mean something long the lines of, "I’ve had a below average time with you, and I’m not amused. So, I’m leaving."
